Story
In the aftermath of Gotham’s catastrophic flood, the city’s criminal order stands exposed. Oswald “Oz” Cobb sees a rare opening after Carmine Falcone’s death and reaches for the influence he has long been denied. His ambitions bring him into the orbit of Sofia Falcone and the Maroni crime family, drawing him toward a dangerous struggle for control of the streets. With his reputation working against him, Oz must prove that he can command fear, loyalty, and respect while keeping his promise to his mother, Francis.
“Bliss” unfolds within a Gotham marked by damaged infrastructure, unstable alliances, and a criminal underworld searching for its next leader. The episode’s setting supports a tense crime drama shaped by family pressure, social upheaval, and the relentless pursuit of power.
Overview
The Penguin combines crime drama with the dark fantasy atmosphere of Gotham, continuing the story established in The Batman. The series follows Oswald Cobb as he attempts to rise from a low-level mobster to a force capable of reshaping the city’s underworld. His path leads through rival organizations, inherited grudges, and the shadow cast by Carmine Falcone’s legacy.
The season balances street-level ambition with a wider portrait of a city struggling to recover. Flood damage has deepened existing divisions, while the Falcone and Maroni factions compete for an advantage. Within that volatile landscape, Oz’s personal goals remain closely tied to his family and to the humiliating image attached to the name “the Penguin.”
